SEOPAN, Association of Infrastructure Contractor and Concessionaires, was created in 1957 with the objective of actively promoting investments in infrastructure, in addition to advocating for public/private collaboration projects as decisive elements for competitiveness and economic growth in Spain.
In 2014, it merged its activities with ASETA (Spanish Association of Motorways, Tunnels, Bridges and Other Toll Road Concessionaire Companies) and ATTA (Technical Association for Water Treatment) in order to take advantage of synergies, strengthen the defense of its members, expand its national and international activity and increase its representation.
The new organisation has 40 full partners dedicated to the construction and management of public infrastructure through concessions. Out of all of them, six are listed on the Madrid Stock Exchange. Together, the affiliates represent a production volume of nearly 73 billion euros, providing employment to more than 400,000 people.
SEOPAN aims to encourage and defend private initiative, a market economy, free enterprise in the construction sector, infrastructure and water technology concessions, and to protect the common interests of its affiliates before public administrations, institutions and society, in addition to representing them both in Spain and abroad.
It is made up of the president of the Association, the secretary and the members appointed every two years by the General Assembly from among its affiliates. Access to the Board is open and all members who meet the conditions set by the statutes can join.
The members of the Board of Directors do not receive remuneration or any payment for expenses incurred as a result of being a member.

They are made up of the president of the Association, the secretary, the director of the committee and the member companies designated by the Board of Directors, whose activity is related to the concessions of infrastructure, construction and water technology. The member companies of each of the committees are appointed for a two-year period, extendable for equal periods.
To study matters that are of common interest to our affiliates, different technical Commissions have been set up: International, Labour, Audit, Legal, Communication, R&D, Occupational Safety and Health, Machinery, Quality and Environment, Technology, Price index, Operational, Technology & Marketing, and Motorways. These Commissions are made up of representatives appointed by the affiliated companies.
Non-profit private entity whose objective is to defend and represent business interests in public authorities and society in general. SEOPAN has direct representation in CEOE as a full-fledged organisation, participating as a member in its Executive Committee, with 6 members on its Board of Directors and 14 members in its General Assembly. The President of SEOPAN is also President of CEOE’s Concessions and Services Commission and Vice President of CEOE’s International Relations Commission.
Confederación Nacional de la Construcción (CNC)
Business organisation that represents the construction sector as a whole. SEOPAN is the organisation with the highest level of representation in the CNC. The President of SEOPAN is also Vice President of the CNC, representing the builders trade associations.
Private entity responsible for the development of technical standards and certifications in Spain to help improve the quality and competitiveness of companies, their products and their services. SEOPAN is a member of its Board of Directors and the Standing Commission, the entity’s highest governing body. In addition, SEOPAN is part of the CACEC (Advisory Council for the Certification of Construction Companies), the CSR Committee, the Impartiality Committee and the Transparency Committee, participating in more than 30 Technical Committees on Standards and Certification, either directly or through its affiliated companies.
Private entity whose mission is to promote and update business executives and entrepreneurs’ training and information, through activities that disseminate knowledge, training and professional improvement. SEOPAN collaborates on this Association’s training activity.
Body appointed by the Administration to establish and maintain the accreditation system at the national level, in accordance with international standards. SEOPAN is a member of both ENAC’s Board of Directors and the Standing Committee.
Platform created in October of 2004 by SEOPAN and several of its affiliated companies to generate a meeting place for those entities with R&D activity in the construction sector. SEOPAN is a member of PTEC’s Standing Commission and secretary of the Foundation’s Board of Trustees.
Entity set up to receive and provide support to the Spanish Committee in the World Road Association (AIPCR-PIARC) and to provide a forum for discussion and collaboration between the Public Administration, professionals and companies. SEOPAN is a member of its Board of Directors.
Association created with the aim of uniting the public, private and academic sectors in everything related to Intelligent Transportation Systems for a more secure, sustainable and efficient movement of people and merchandise. SEOPAN is a member of the Executive Committee.
Entity that works in the defence and promotion of roads in order to achieve a safer road network that is of higher quality and greater capacity. SEOPAN is a member of its Executive Committee.
European Association of toll infrastructure operators (motorways, bridges and tunnels). It is made up of the most representative toll concession organisations from the 16 European Union member states, with its affiliates managing a total of 48,491 km of motorways, tunnels and toll bridges. SEOPAN is a member of the Management Committee and its Board of Directors.
Association that represents the entire international toll industry. It has members from more than 20 countries, both public (representing more than 36 transport authorities from different US states) and private, distributed across all continents. Its main mission is for the toll be recognised as the most suitable financing system for the development of high-capacity roads.
European Association of large exporting building companies. Spain holds a permanent position in the Committee.
SEOPAN, on behalf of the CNC, is a member of its Classification Committee on Public Building Contractors and the Higher Committee on Prices.
